Debt Prospectuses
The prospectus approval service standards are set out below:
Prospectuses
In relation to debt prospectuses submitted to the Central Bank for scrutiny, where the securities have a denomination per unit of less than €100,000 (i.e. retail issuances), the following timeframes will apply:
- 90% of initial submissions will be assessed within 6 working days
- 90% of subsequent submissions will be assessed within 4 working days
In relation to debt prospectuses submitted to the Central Bank for scrutiny, where the securities have a denomination per unit of at least €100,000 (i.e. wholesale issuances), the following timeframes will apply:
- 90% of initial submissions will be assessed within 4 working days
- 90% of subsequent submissions will be assessed within 3 working days
In addition to the above, the wholesale service standard timeframes will also apply to debt securities failing within Article 8 of Commission Delegated Regulation (EU) 2019/980.
Supplements
In relation to debt supplements submitted to the Central Bank for scrutiny, the following timeframes will apply:
- 90% of initial submissions of non-financial supplements assessed within 2 working days
- 90% of subsequent submissions of non-financial supplements assessed within 2 working days
- 90% of financial supplements approved on same day
Supplements which pertain solely to periodic financial reporting or regulatory filings shall be deemed to be financial supplements. For more information please see our Guidance on Supplements and Financial Supplements.
Universal Registration Documents
In relation to universal registration documents submitted to the Central Bank for scrutiny, the following timeframes will apply:

Approval Submissions
In relation to approval submissions, 100% of approval submissions approved on the same day. This excludes financial supplements and incomplete or inaccurate approval submissions.
